A firm protested the Department of the Treasury's cancellation of a solicitation for database design, contending that: (1) the cancellation was improper; and (2) Treasury's decision to obtain in-house services was based on an improper cost comparison analysis. GAO held that: (1) Treasury properly cancelled the solicitation, since it determined that the solicitation no longer reflected its minimum needs; and (2) Treasury's decision to cancel the solicitation and obtain in-house services was a matter of executive branch policy, which it would not consider. Accordingly, the protest was denied.
