[Protests of Coast Guard and OPIC Solicitations for Computer Support Services]

A firm protested two Coast Guard and Overseas Private Investment Corporation (OPIC) solicitations for computer software and support services, contending that the Coast Guard and OPIC should have issued the solicitations as small business set-asides rather than abiding by the General Services Administration's (GSA) determination not to set aside the requirements under its Financial Management Software Systems Multiple Awards Schedule. GAO held that: (1) under the applicable acquisition regulations, GSA was the proper agency to determine whether to set aside the procurement; (2) GSA reasonably determined that it was unlikely that two responsible small businesses would submit bids at a reasonable fair market prices; and (3) the Coast Guard and OPIC were bound by the GSA determination. Accordingly, the protests were denied.
