[Protest of DOL Contract Award for Job Corps Support]

Highlights

A firm protested a Department of Labor (DOL) contract award for Job Corps support services, contending that DOL: (1) unreasonably evaluated the technical proposals; (2) failed to hold meaningful discussions; (3) failed to apply a statutorily authorized preference to its bid; and (4) improperly released its initial protest document to the awardee rather than its counsel. GAO held that DOL: (1) reasonably evaluated the technical proposals in accordance with the solicitation's evaluation criteria; (2) held meaningful discussions with the protester; (3) reasonably applied the statutory preference to both bidders; and (4) did not harm the protester by its inadvertent release of the initial protest document to the awardee. Accordingly, the protest was denied.
