Highlights

A firm protested the Navy's rejection of its bid for a telecommunications system, contending that the: (1) Navy improperly evaluated its bid; and (2) awardee's bid did not meet the solicitation requirements. GAO held that: (1) the Navy properly rejected the protester's bid since it did not meet several solicitation requirements; and (2) the protester was not sufficiently interested to protest the award, since its own bid was unacceptable. Accordingly, the protest was denied in part and dismissed in part.
