A firm protested a Navy contract award for dentists' services, contending that the Navy improperly made award to the awardee, since the awardee was not authorized to submit its proposed employee's credentials. GAO held that the: (1) Navy properly made award to the awardee, since it had sufficient documentation of the proposed employee's intent to work; (2) proposed employee never informed the Navy prior to award that he would not work for the awardee; and (3) awardee reasonably believed it had authority to submit the employee's credentials, since the employee gave his credentials to its recruiting agent without any restrictions on its use. Accordingly, the protest was denied.
