A firm protested a Bonneville Power Administration (BPA) contract award for a central timing system, contending that BPA: (1) improperly made award to the awardee based on its discounted price without giving it an opportunity to revise its bid; and (2) should have restricted the competition to small businesses. GAO held that: (1) BPA reasonably conducted the procurement using simplified procurement procedures; (2) BPA reasonably awarded the contract without discussions; (3) BPA properly made award based on the awardee's discounted price; and (4) the protester untimely filed its protest regarding BPA failure to restrict the competition to small businesses. Accordingly, the protest was denied.
