A firm protested an Army sole-source contract award for drug test kits, contending that the Army: (1) improperly denied it an opportunity to compete; and (2) failed to properly publish the solicitation. GAO held that the Army: (1) reasonably conducted the sole source procurement after determining that the awardee was the only known firm capable of meeting its urgent requirements; (2) reasonably determined that the protester could not meet the solicitation's requirements within the required time; and (3) was not required to publish the solicitation. Accordingly, the protest was denied.
