A firm protested a Navy contract award for fresh fruit and vegetables and bread products, contending that the: (1) awardee's bid did not comply with the solicitation requirement regarding the use of approved sources; and (2) awardee submitted a below-cost bid. GAO held that the: (1) awardee's listing of the wrong address for its approved supplier was a minor clerical error and could be corrected after award; (2) Navy reasonably determined that the awardee was a responsible bidder; and (3) protester did not have a legal basis to object to the Navy's acceptance of the awardee's below-cost bid. Accordingly, the protest was denied in part and dismissed in part.
