A firm protested a Defense Reutilization and Marketing Service (DRMS) contract award for hazardous waste removal and disposal services, contending that DRMS: (1) did not evaluate the bidders' past performance in accordance with the solicitation's specifications; and (2) improperly awarded the contract to the high bidder. GAO held that DRMS: (1) properly evaluated the bidders' past performance; (2) reasonably determined that the awardee's bid represented the best value; and (3) properly awarded the contract to the technically superior bidder. Accordingly, the protest was denied.
