[Protest of GSA Contract Award for Debt Collection Services]

A firm protested a General Services Administration (GSA) contract award for debt collection services, contending that: (1) GSA did not evaluate technical bids in accordance with the solicitation's evaluation criteria; (2) the GSA evaluation was biased in favor of the awardee; and (3) GSA improperly awarded the contract, since its cost-technical tradeoff was incorrect. GAO held that: (1) GSA reasonably evaluated the technical bids in accordance with the solicitation's evaluation criteria; (2) the protester's disagreement with the technical evaluation did not provide a basis to sustain its protest; (3) the protester did not provide sufficient evidence that comments concerning its past performance biased the award; (4) GSA awarded the contract to the technically superior bidder and did not perform a cost-technical tradeoff; and (5) GSA failure to evaluate one aspect of the protester's past performance did not affect the award decision. Accordingly, the protest was denied.
