Highlights

A firm protested the Defense Construction Supply Center's (DCSC) rejection of its alternate bid for conductivity cells, contending that DCSC improperly determined that its technical data package was insufficient. GAO held that DCSC: (1) properly rejected the protester's bid; and (2) reasonably determined that the protester's technical data package did not demonstrate the acceptability of its alternate product. Accordingly, the protest was denied.
