A firm protested an Army contract award for magnetic resonance imaging services, contending that the Army: (1) improperly excluded it from competition; (2) failed to provide it with a copy of the solicitation modification; and (3) should have given it a reasonable opportunity to compete by cancelling and resoliciting. GAO held that the: (1) Army did not attempt to exclude the protester from competition; and (2) protester's nonreceipt of the solicitation modification did not warrant resolicitation, since the Army followed proper procurement procedures. Accordingly, the protest was denied.
