A firm protested a Defense Logistics Agency (DLA) solicitation for a telephone switching system, contending that: (1) the mandatory solicitation requirement was unduly restrictive; and (2) it was unnecessarily eliminated from competition, since it could not offer the required signaling capability. GAO held that: (1) DLA showed that the specification was reasonably related to its minimum needs, since only the specified system could provide the required services; and (2) the requirement was not unduly restrictive simply because the protester could not meet it. Accordingly, the protest was denied.
