A firm protested the Federal Crop Insurance Corporation's (FCIC) cancellation of a solicitation for a computerized insurance encylopedia feasibility study, contending that FCIC: (1) lacked a reasonable basis to cancel the solicitation; and (2) should reimburse it for its bid and protest costs. GAO held that: (1) FCIC reasonably cancelled the negotiated procurement without evaluating proposals, since it no longer had an immediate need for the requirement; and (2) the protester was not entitled to reimbursement of its bid and protest costs. Accordingly, the protest was denied.
