A firm protested the National Aeronautics and Space Administration's (NASA) rejection of its bid as nonresponsive and subsequent contract award for tape recorders, contending that: (1) NASA improperly determined that its descriptive literature did not satisfy the solicitation requirements; and (2) the solicitation contained an unnecessary specification. GAO held that: (1) NASA properly rejected the protester's bid as nonresponsive, since its descriptive literature did not conform to the solicitation's specifications; and (2) the protester untimely filed its protest regarding an alleged solicitation impropriety after bid opening. Accordingly, the protest was denied.
