A firm protested a Navy contract award for ship husbanding services, contending that the Navy improperly determined that its bid was unacceptable and excluded it from the competitive range. GAO held that the: (1) Navy reasonably found the protester's bid technically unacceptable, since it lacked information required by the solicitation; (2) protester's bid would require substantial additional information to become acceptable; and (3) Navy reasonably excluded the protester from the competitive range. Accordingly, the protest was dismissed in part and denied in part.
