[Retired Air Force Officer's Request for Waiver of Debt]

A retired Air Force officer requested reconsideration of his denied waiver of indebtedness for unpaid retirement benefit premiums. GAO noted that the: (1) overpayments occurred after the officer changed his survivor benefit coverage; and (2) Air Force did not detect the error until after a 9-year period. GAO held that the Air Force was authorized to collect the retirement benefit overpayment despite errors in the Air Force's payroll system; (2) officer should have recognized the errors in his premiums; and (3) officer was liable for the amount of the overpayments. Accordingly, the waiver was denied.
