[Protest of EPA Refusal to Extend Opening of Bids for Security Guard Services]

A firm protested the Environmental Protection Agency's (EPA) refusal to extend bid opening for security guard services, contending that EPA improperly denied the extension request, since it received the solicitation amendment late and had limited time to prepare and revise its bid. GAO held that the: (1) protester untimely filed its protest after bid opening; and (2) protester's oral complaint did not constitute a timely protest. Accordingly, the protest was dismissed.
