A carrier requested a review of the General Services Administration's audit action in collecting an overcharge for engine shipments. GAO held that: (1) shipments from the manufacturer's facility were covered by tenders submitted in response to the solicitation; (2) the carrier was aware of the facility's actual location, since it had previously transported shipments from that site; and (3) the carrier should have notified the shipper if the government bill of lading contained an obvious conflict between the service requested and the service provided. Accordingly, the settlement was sustained.
