A firm protested an Army purchase order award for freeze dried bone, contending that the Army improperly cancelled the small business set-aside and awarded the contract to an ineligible bidder. GAO held that the: (1) Army reasonably determined that the lowest small business bid significantly exceeded the government's estimated fair-market price; and (2) protester did not provide evidence that the Army made award in bad faith. Accordingly, the protest was denied.
