A firm protested the Library of Congress' rejection of its bid for maintenance services, contending that the Library of Congress unreasonably determined that its bid was technically unacceptable. GAO held that: (1) technical scoring was an integral part of evaluating whether bidders met solicitation specifications; (2) the Library of Congress' evaluation was reasonable and consistent with the solicitation's evaluation criteria; and (3) the Library of Congress notified the protester of its bid deficiencies and provided it an opportunity to correct them. Accordingly, the protest was denied.
