[Protest of Forest Service Termination of Contract for Cultural Resource Historic Documentation]

An individual protested the Forest Service's termination of her contract for cultural resource historic documentation, contending that the Forest Service improperly terminated her contract based on an alleged conflict of interest. GAO held that the Forest Service improperly terminated the contract, since there was no evidence of apparent or actual conflict of interest. Accordingly, the protest was sustained, and GAO recommended that the Forest Service: (1) terminate its subsequent contract with another firm; (2) reinstate the protester's contract; and (3) reimburse the protester for her protest costs.
