A firm protested a Navy contract award for runway repairs, contending that the: (1) Navy unreasonably awarded the contract to the high bidder; and (2) Navy's determination that the awardee's bid was worth the additional cost was inconsistent with the solicitation's evaluation criteria. GAO held that the: (1) Navy reasonably concluded that the awardee's bid was technically superior and worth the additional cost; and (2) award to the technically superior, high bidder was consistent with the evaluation criteria. Accordingly, the protest was denied.
