Protest that awardee's proposal providing to use solid-state technology in theater defense and traveling wave tube technology in national defense should have been rejected is denied where solicitation provided that commonality was only one portion of a comparative evaluation. First raised in comments on agency report were untimely filed where not raised within 10 days of learning the basis for protest. The information forming basis of protest was included in agency document disclosure dated a month prior to the filing of the agency report. Was not the agency's preferred solution but only one of many considered in the source selection. It would have been improper to disclose competitor's innovative approach to other firms in competitive range.
