A firm protested the National Aeronautics and Space Administration's (NASA) rejection of its bid for a digital voice communication system, contending that: (1) its proposal met the solicitation requirements; and (2) NASA improperly eliminated its proposal from the competitive range. GAO held that: (1) NASA reasonably eliminated the protester's proposal from the competitive range because the proposal included a large number of weaknesses that rendered it technically unacceptable; and (2) the protester's proposal needed substantial revisions to render it technically acceptable. Accordingly, the protest was denied.
