A firm protested a General Services Administration contract award for courthouse renovation, contending that the awardee's bid and the next low bid were nonresponsive because they did not include required subcontractor information. GAO held that: (1) the second low bid was responsive; and (2) as the third low bidder, the protester was not sufficiently interested to protest. Accordingly, the protest was dismissed.
