A firm protested two Defense Logistics Agency (DLA) contract awards for mechanical seals, contending that DLA failure to complete evaluation of its alternate seals deprived it of a reasonable opportunity to compete under the solicitations. GAO held that DLA: (1) reasonably determined that the protester's alternate seals failed to meet dimensional requirements; and (2) reasonably concluded that the revision evaluation would not be completed in time to make award. Accordingly, the protest was denied.
