A firm protested the Air Force's rejection of its bid and subsequent contract award for a flight motion simulator, contending that: (1) the Air Force unfairly evaluated its proposal; and (2) was biased in favor of the awardee. GAO held that the Air Force reasonably: (1) determined that the protester's proposal extensively and materially deviated from the solicitation's requirements; (2) determined that the proposal was technically unacceptable and in need of major revisions; and (3) rejected the proposal. GAO also held that the: (1) protester did not provide evidence of Air Force bias; and (2) Air Force properly awarded the contract. Accordingly, the protest was denied.
