A firm protested the Department of Transportation's (DOT) rejection of its bid as technically unacceptable for computer software, contending that: (1) its proposed software complied with the solicitation's specifications; and (2) DOT excluded its bid from the competitive range based on an unreasonable interpretation of the solicitation's specifications. GAO held that DOT: (1) reasonably determined that the protester's software did not meet two mandatory specifications and would require major revisions; and (2) reasonably excluded the protester's technically unacceptable bid from the competitive range. Accordingly, the protest was denied.
