The Bureau of Mines requested a decision regarding whether an employee should be reimbursed for expenses he incurred incident to temporary duty while he was on annual leave. GAO held that the employee: (1) should be reimbursed for his actual per diem expenses, since he chose to take annual leave in conjunction with his authorized temporary duty; and (2) would have incurred the expense if he travelled on the day of his annual leave. Accordingly, the claim was approved.
