[State of Washington: 9-1-1 Emergency Telephone Charge]

The Department of Agriculture's National Finance Center requested an advance decision regarding federal payment of state-assessed emergency telephone charges. GAO held that the federal government was constitutionally immune from direct taxation by state and local governments. Accordingly, the taxes were not payable by the federal government.
