A firm protested a Marine Corps contract award for riverine assault craft, contending that the: (1) Marine Corps improperly considered its past performance; (2) Marine Corps improperly evaluated and lowered its technical score; and (3) awardee's proposal was materially unbalanced. GAO held that the: (1) Marine Corps properly evaluated the protester's past performance; (2) Marine Corps' evaluation of the technical proposal was reasonable; and (3) protester failed to show that the awardee's bid was unbalanced. Accordingly, the protest was denied.
