[Protests of Air Force Rejection of Bid Modifications for Aircraft Tires]

A firm protested the Air Force's rejection of its bid modifications for aircraft tires, contending that the: (1) solicitation authorized electronic bid modifications and the Air Force knew its telegraphic equipment was inoperative when it issued the solicitation; and (2) contract specialist orally authorized the use of facsimile transmissions. GAO held that the Air Force properly rejected the bid modifications, since the solicitation did not authorize the submission of facsimile bid modifications. Accordingly, the protests were denied.
