Comments on Use of Appropriated Funds

GAO commented on whether appropriated funds granted to a proposed Bureau of Inter-American Affairs corporation constituted a legal obligation subject to a fiscal year limitation. GAO held that the funds constituted a legal obligation that was not subject to the fiscal year limitation of the appropriations from which the funds were derived.
