A Defense Mapping Agency (DMA) employee claimed a salary rate adjustment. GAO held that DMA had no legal obligation to set the claimant's salary at her highest previous rate, unless it affirmatively relinquished its discretion by adopting a mandatory highest-previous-rate policy, which it did not do. Accordingly, the claim was denied.
