Highlights

A Veterans Administration (VA) surgeon claimed annual leave restoration. GAO held that: (1) the claimant failed to use restored forfeited leave within the required period; and (2) VA may not restore the leave again regardless of the fact that it erred in advising the claimant regarding the rules for using restored leave. Accordingly, VA could not restore forfeited restored leave again.
