A firm protested the Government Printing Office's (GPO) rejection of its bid for printing, contending that GPO: (1) improperly determined that it was not responsible; and (2) failed to refer the nonresponsibility determination to the Small Business Administration (SBA). GAO held that GPO: (1) reasonably found the protester nonresponsible, since the protester did not comply with the requirement to use its own equipment for contract performance; and (2) properly did not refer the nonresponsibility determination to SBA, since it was a legislative branch agency and was not subject to SBA jurisdiction. Accordingly, the protest was denied.
