Pursuant to a congressional request, GAO examined whether the Environmental Protection Agency (EPA) has the legal authority to settle mobile source air pollution enforcement actions by entering into certain settlement agreements. GAO noted that EPA does not have the authority to compromise administrative penalties assessed under the Clean Air Act using its alternative payment policy.
