A firm protested the Army's rejection of its bid as nonresponsive for meals and lodging services, contending that the Army improperly determined that it was not sufficiently interested to protest, because although it was the third low bidder, it was the only bidder qualified for award. GAO held that the protester was not sufficiently interested to challenge its bid rejection, since: (1) it would not be in line for award even if its protest were sustained; (2) it failed to challenge the low bidder's eligibility for award; and (3) the Small Business Administration properly determined that the low bidder was eligible for award. Accordingly, the protest was dismissed.
