A firm protested the Defense Logistics Agency's (DLA) evaluation of its bid for a magnetic tape cartridge system, contending that: (1) it would have been the low bidder if DLA had properly evaluated its bid; and (2) DLA should have contacted it for clarification of its bid. GAO held that since the protester did not specify a mandatory service cost in its bid: (1) DLA reasonably evaluated the protester's bid based on the prevailing price; and (2) it had no legal right to further negotiations to explain its pricing. Accordingly, the protest was denied.
