[Withholding of CSRS Contributions From Reemployed Annuitant's Salary]

The Department of Interior requested a decision regarding the correct method for withholding Civil Service Retirement System (CSRS) contributions from the salary of a reemployed annuitant who was a CSRS-Offset employee. GAO held that the Office of Personnel Management correctly interpreted the governing statutory provisions to deduct full CSRS-Offset contributions at the same time that Social Security contributions were being withheld. Accordingly, Interior was authorized to withhold CSRS contributions from the reemployed annuitant's salary.
