A firm protested a Department of State contract award for security guard services, contending that State's evaluations were undocumented and unreasonable. GAO held that State improperly evaluated the bids, since the record did not adequately support its evaluation and award selection. Accordingly, the protest was sustained, and GAO recommended that State: (1) reevaluate the bids and make award to the appropriate bidder; and (2) reimburse the protester for its protest costs.
