[Protest of BOP Rejection of Bid for Sprinkler System]

A firm protested the Bureau of Prison's (BOP) rejection of its bid as nonresponsive for sprinkler system installation, contending that its failure to sign the certificate of procurement integrity was a waivable minor informality.
