The Department of Labor (DOL) and the National Council of Field Labor Locals requested a decision regarding a DOL employee's claim for reimbursement for personal telephone expenses he incurred while travelling on official business. GAO held that although the employee did not place his calls to a location within his local commuting area, the scope of DOL discretion was broad enough to authorize or forbid such calls. Accordingly, DOL could settle the claim.
