A firm protested a Defense Industrial Supply Center (DISC) contract award for turbine spacers, contending that DISC should have waived a first-article testing requirement for it, since it conditioned its low quotation on the waiver of first-article testing. GAO held that DISC properly decided not to waive the testing requirement, since the protester had: (1) not furnished products to the government in 7 years; and (2) a poor quality history for similar products under DISC contracts. Accordingly, the protest was denied.
