[Protest of DFSC Contract Award for Natural Gas]

A firm protested a Defense Fuel Supply Center (DFSC) contract award for natural gas, contending that DFSC improperly applied an evaluation preference. GAO held that: (1) the protester untimely filed after bid opening its protest regarding alleged improprieties in the specified evaluation scheme; and (2) it would not consider the agency's alleged failure to follow policy directives, since that was a matter for DFSC consideration. Accordingly, the protest was dismissed.
