The Drug Enforcement Administration's (DEA) requested a decision on the use of appropriated funds to enclose and secure a carport at the DEA Administrator's leased residence. GAO held that DEA could use appropriated funds to enclose and secure the carport, because the primary benefit would be to DEA. Accordingly, DEA could spend appropriated funds to secure the carport.
