A firm protested a Naval Air Systems Command (NAVAIR) contract award for microcircuits, contending that the: (1) awardee did not comply with military production standards for the required product; and (2) solicitation failed to require compliance with that standard. GAO held that the: (1) solicitation did not require the awardee to comply with the production standards; (2) protester did not provide any evidence that compliance with the standard was necessary for producing the required product; and (3) protester untimely filed after bid opening its protest regarding solicitation defects. Accordingly, the protest was dismissed.
