A firm protested an Army Materiel Command (AMC) contract award for video equipment, contending that: (1) the awardee's bid did not meet solicitation specifications; and (2) AMC issued the solicitation on a sole-source basis to the protester. GAO held that the: (1) protester untimely filed its protest regarding the sole-source procurement, since it failed to raise the issue in its initial agency-level protest; and (2) awardee's bid satisfied all salient characteristics listed in the solicitation. Accordingly, the protest was denied in part and dismissed in part.
