[Protest of Navy Solicitation for Grounds Maintenance]

A firm protested a Navy solicitation for grounds maintenance, contending that the solicitation failed to provide sufficient information regarding the services to be performed. GAO held that the solicitation provided sufficient information to permit bidders to adequately estimate the cost of performing the required services. Accordingly, the protest was denied.
